E-invoicing in Malta is established for invoices to government bodies, which are sent as structured electronic invoices over the Peppol network, but as far as we can verify there is no general business-to-business (B2B) mandate yet. The EU’s VAT in the Digital Age (ViDA) package will change that for cross-border B2B trade later this decade. This guide sets out what we could confirm, where sources disagree, and what to prepare. Check current rules with the Commissioner for Revenue and your adviser before acting.

What is Peppol?
Peppol is an international network and set of standards for exchanging electronic business documents, including invoices, between organisations. Instead of emailing a PDF, you send a structured file (the invoice data in a defined format) through an accredited access point, and the recipient’s system reads it directly. Malta’s government has chosen Peppol for its e-invoicing. The format used is based on the European standard EN 16931, commonly exchanged as Peppol BIS Billing 3.0.
A structured e-invoice is not a PDF. A PDF is a picture for a human to read. An e-invoice carries the data (supplier, buyer, lines, VAT) in a form software can process without anyone re-keying it.
What does Malta require for e-invoicing to government?
Public-sector e-invoicing in Malta dates from April 2020. The duty sits mainly with public buyers: contracting authorities have to be able to receive EN 16931 e-invoices, under regulations that transpose EU Directive 2014/55/EU (published as Legal Notices 403 and 404 of 2018). The Ministry for Finance has chosen Peppol as the channel. Third-party guides suggest the obligation to accept applies to contracts above EU procurement thresholds and that suppliers may still be able to send paper in some cases. Because those are secondary sources, confirm the current scope, thresholds and dates against the regulations and the Ministry for Finance’s e-invoicing page, or ask your adviser, before you rely on them.
Is B2B e-invoicing mandatory in Malta?
This is where sources conflict, so be careful. As of the most recent guide we found (September 2026), Malta has no mandate for B2B e-invoicing. We understand the tax authority is studying e-invoicing and real-time reporting with the EU’s ViDA changes in mind, but we found no published instrument, start date, scope or threshold. We cannot verify more than that. Older or vendor-written articles sometimes state or imply dates that we could not confirm, so treat any specific B2B date with suspicion until it comes from the tax authority or legislation.
What is ViDA and what is its timeline?
ViDA (VAT in the Digital Age) is an EU package, Council Directive (EU) 2025/516, adopted in March 2025 and in force since April 2025. Member States have until 31 December 2026 to transpose parts of it. Headline points as we understand them:
- From July 2030: structured electronic invoicing, based on EN 16931, becomes mandatory for cross-border B2B supplies within the EU, with digital reporting of transaction data replacing the recapitulative (EC Sales) statements.
- Before then: Member States may introduce domestic e-invoicing obligations earlier, under certain conditions. Whether and when Malta does is not something we can confirm.
- 2035: the whole package is fully in force.
Dates in secondary sources vary, so check the Official Journal text or your adviser for the precise obligations and effective dates.
What should businesses prepare?
You do not need to wait for a Maltese deadline to get your data in order. It helps now and it is the groundwork for anything that follows.
- Structured invoice data. Can your accounting system produce invoices with clean, complete fields (customer legal name, address, VAT number, line items, VAT category)? Free-text fields and missing VAT numbers become problems as soon as invoices are machine-read.
- Supplier and customer master data. Correct VAT numbers, addresses, bank details and contact points. Duplicates and stale records cause rejected or mismatched invoices.
- A way to send and receive. If you sell to government bodies, check whether your accounting software supports Peppol directly or whether you need an access point provider.
- A consistent VAT coding approach, because structured invoices carry VAT categories explicitly.
- A named owner for the topic, who watches announcements from the tax authority.
Where do AI and automation help?
Most Maltese businesses will keep receiving a mix of PDFs, scans and structured invoices for years, so the job is handling both.
- Extraction. AI reads PDF and scanned supplier invoices into structured fields. See vendor invoice data capture and OCR extraction.
- Validation. Checking VAT numbers, totals and mandatory fields before an invoice is booked or sent.
- Matching. Comparing invoices with purchase orders and goods received. See invoice to PO matching.
- Exception handling. Routing what does not match to a person, with the reason.
AI should not decide tax treatment or send invoices to a tax authority unreviewed. Our accounts payable automation guide shows how these steps fit together, and automating Xero, Sage and Shireburn workflows in Malta covers connecting your accounting systems.
Frequently asked questions
Do I have to use Peppol in Malta?
If you invoice government bodies, you should check whether and how it applies to you, as the public sector uses Peppol. For ordinary B2B invoicing we found no general obligation, but confirm with the Commissioner for Revenue or your adviser.
What is EN 16931?
It is the European standard for the core data content of an electronic invoice. Peppol invoices in Malta follow it, which is why consistent invoice data matters.
When does the EU require B2B e-invoicing?
Under ViDA, mandatory structured e-invoicing for cross-border B2B supplies within the EU is scheduled from July 2030, as we understand it. Member States may bring in domestic requirements sooner.
Will Malta introduce mandatory B2B e-invoicing?
We cannot say. The tax authority has reportedly been studying it, but we found no published date or scope. Watch for official announcements.
Where Automata fits
We build invoice automations that work whatever format arrives: extracting data from PDFs, validating it, matching it to purchase orders and routing exceptions to your team. Browse our finance and accounting automations to see what is available. We do not provide Peppol access point services, tax advice or certification, and we would suggest you confirm your obligations with the Commissioner for Revenue and your adviser.
